Actually, it's extremely common.  Every supermarket carries DOT3 brake fluid. 
 If you walk into an auto supply store (not necessarily a foreign car parts 
store) and ask for a bottle of brake fluid without specifying anything, you 
will get DOT3.

Read the label.
