The "Heater" switch is a two function switch. When pulled out it moves a
butterfly valve that blocks the air flow through the heater and into the
car.
When pushed in it lets fresh air into the car if the heater water valve is

f. With the switch pushed in you should be able to twist it part of a turn
and turn on the blower. This is all true for 1968 and older cars anyway.

power it up, but I notice that there is a water drip from the bottom of the
heater unit when I open the heat tap to it ( I assume thats why the heater
hasn't been used). I have closed heat tap back down. This leads to my second
question: do I drain the cooling system to remove the heater unit. Are
replacements available or are these repairable?

If you shut off the heater water valve (on the engine), remove the water
hose
from the other side of the heater box and plug and clamp that hose. Then
you
can remove the heater with out draining the engine/cooling system. Heater
cores are available but I would try your local radiator shop and see if they
can repair it for you.
