Frank, did you come directly off the hot post of the battery to power the CB? 
 That should help, also have you adjusted the "squelch" knob.  Hissing static 
is normal for CB's.  Turn it on, slowly turn the squelch until the hissing 
stops.  Don't turn any further or you will squelch out all incoming signals.

The amount of squelch necessary varies by time of day and number of other 
radioers jaw jacking in the area.

If you are planning to just keep in touch with another car, pick a little 
used channel, not 19 (truckers channel), or 9 (emergency) or 11 (hailing 
frequency Mr. Sulu), set the squelch on both radios so you can only hear each 
other.
