Andy,

You might try removing the seat rails and wooden spacers, then mount the seat 
frame with a bracket running east/west under the front of the seat frame.  
The idea is to cant the whole seat backwards at a greater angle.  Experiment 
with front bracket heights to see if this will give you that extra inch.
