I actually have made a couple of front plate holders for Bugeys without
bumpers.
Ron, get hold of some 1/2" angle iron from a hardware store. cut some
45s and fold it into a square "U" shape. Drill 4 holes in it and bolt it
where the bumper irons bolt to the front frame rails. stick your plate
on it.
without looking, I think the picture of PIECES on my home page has this
set up. It does now anyway and it's been on the car for a while.
Be sure to leave enough room to get your hands under it to raise the
bonnet.
