It an LBC, made for the British market and over here we have a weird idea of
sitting in the passenger seat when driving! (or perhaps its you people in
the States that sit in the passenger seat ?? :-)
Either way the body tub is designed for pedals steering etc to go on either
side.
Not sure about your rubber sheet though.  It should be covered with a metal
plate and rubber gasket.
