Can't help with the steering rack part - but my car had intermittent
front-end shakes when I first got it, and a set of rebuilt shocks took
care of it. Not very expensive, and not difficult to install. If that arm
has slop it might be the cause (or part of it.)

I have quite a lot of "in and out" movement in my steering rack ie if I
jack the car up, I can move the tie rod in and out of the rack without
before the steering wheel moves.
Assuming this means it needs adjusting, is this something I can tackle
myself? Is it (looking at the Haynes manual) "rack and pinion backlash
(plunger preload)", "Pinion end float", or something else? Do I have to
take the rack out? Is that a big job?
Additionally, is this likely to be the cause of a problem I have...(which
is) when I drive along, occassionally, and it seems to happen at the same
speeds each time, I get quite a violent shaking through the steering wheel
- usually only for a second or so - it feels like I've gone over a really
rough patch of road.
