Your numbers are way low.
On my 67 1275 (worn out) I measured numbers between 150 and 180psi with
two different gauges.

1) Did you test hot?  Cold numbers can be much lower.
2) Did you have the carbs blocked open?
3) Is your gauge off?  You could test it on a newer known good engine.
