foiling emissions

As of January 2, NYS is implementing a program where in order to pass
inspection for all cars 1970 and after, if the cars were fitted with
EGRs and air pumps, you have to have the EGR and air pump installed and
working on your vehicle and in addition it has to pass the sniff test.

This puts me in a world of hurt, since my headers obviously do not
conform to emissions standards.  I don't know what to do.  All this
money invested into a car that I now won't even be able to drive.  It's
simply unbelievable.
