I would start by checking the sender.  If the gas gauge reads reasonably, it 
probably isn't
the voltage regulator.  A new sender is about $7 or 8 here; at that price I 
would just go and replace it.
If the gauge itself were messed up, I would expect it to read low or not at all.
Somewhere I once saw a spec for the hot and cold resistance of the sender, but
it does not appear to be in the factory service manual.
