Keep in mind that the sealing block is aluminum, rather than the
iron of the rest of the block. 20 ft-lbs is not excessive for
Al. Probably some DPO replaced the pan gasket and didn't bother
to use a torque wrench and tightened all the bolts until they
felt tight.

I have used Helicoils in the past, and properly inserted, they
should not show any difference from a non-helicoil application.

Thank you to Rob, Doug, Tom and others who responded.  
This problem leads me to wonder about torque specs.  The book says sump
to engine block is 20 fp.  Maybe that is too much for the sealing block?
Also, how does a helicoil affect the torque rating?
