Loose front wheels fail inspection?

My 72 failed state inspection when they jacked up the front end, grabbed the
tires at top and bottom and wiggled the wheel. Seemed to be about 1/4 inch
of play. What would cause this, the ball joint? Is there a simple adjustment
that could be made before the full fix> There is no noticeable problem with
the steering.
