The turn signals do not ground through the steering column, though the horn
does. Must be multiple problems. There are about 9 connectors between the
column and main harness for the turn signals, horn and headlight dip switch.
Follow the column under the dash, can't miss them.
There is a ground strap (a tiny one) coiled up between the upper and lower
halves of the flexible steering coupling. Mine was junk and got replaced when
I rebuilt the coupling.
Then, as Dan says the rack is grounded at the grease plug.

On all the Spitfires I've looked at and worked on so far, the earth
strap
connects to the top bolt/plug on the steering rack where the steering
shaft
enters.
