Sure they can.  All it takes is a flat, level surface like a concrete
garage floor or a driveway and a vertical surface like a wall.  Used to
be done all the time.  Of course, if the testing place is picky enough
that this method is deemed too unreliable, then the fact that the lights
move when you open and close the bonnet are pretty much guaranteed to
ensure failure.
