This shouldn't be possible on the Stromberg carb!
I would suspect that either the spring which holds the choke off is on
backwards, or is broken or out of adjustment. The choke when disconnected
from the cable should snap back off when released, just like the throttle.
It should take moderate finger pressure to rotate the choke from off to on,
even if you lift the
throttle lever from the fast idle cam.
- Do you have parts from another carb on your car?? Hmmmm. . .
