I had a similar experience with the Stromberg on my 79 
Spitfire. During the course of the rebuild, I disassembled 
the water choke and tried to clean and rebuild it. No one 
offered a rebuild kit for the choke, so I substituted some 
O rings and seals for the originals in the assembly. The 
results were exactly as you describe, the carburetor 
flooded the engine with fuel and I could not get the engine 
to run.I finally got it running by making a gasket to close 
off the choke assembly from the carb. Try this first. You 
can get a new choke assembly from Moss Motors. This may be 
a good investment since parts are not available for the old 
one. I went the twin SU route instead.
