How are you bedding in the pads? My understanding is that pads will
transfer some material to the rotors and you want this to be done as evenly
as possible. Try this: (find a safe place to do it, of course)  Make ~ 6 to
10 hard brake applications from ~ 60mph to ~ 20 mph (not fully stopping)
with a few minutes of driving between each brake application to allow the
brakes to cool. Avoid making a hard brake application then coming to a
complete stop.
