Are we talking about rocks that could conceivably be dug up with a backhoe? If you do that and end up with a hole that's too big and deep, you can fill in the extra with gravel. If we are talking about solid rock, like bedrock, there are ways to attach the footing to the rock. Google that and you will find a bunch of ideas. If this operation requires a permit, I would consult with the building inspector. He will have ideas on the right way to do it.
