It's a constraint added by the list manager, to hopefully prompt people to leave
only enough of the original message to set the context.  Saves bandwidth, saves
space on the server (especially in the archives which are quite large) and saves
irritation for those who are on digest mode (from having to scan past the same
original message over and over again).
