You can buy adhesive sheets for windows that make them look frosted. The
sidelight windows for my front door have been covered with this. I'm not
sure how permanent they would be in a high-humidity environment like a
bathroom.
Sodium Hydroxide (NaOH) is a strong alkalai and will readily etch glass.
If you have some scrap window glass laying around, you might try applying some
drain cleaner or some deck cleaner (I believe NaOH is one of the ingredients
of Olympic brand deck cleaner) and see if the NaOH concentration is enough to
achieve the effect you're looking for. Be careful, though, as sodium hydroxide
is very caustic. Safely applying this to windows in your bathroom might be
challenging.
