I don't think I've met one that worked this way, at least not in the
post-analog times. (K-jet)
Generally, the duty cycle is varied to control fuel quantity, the
voltage is not critical.
Usually the injector gets a shot of full voltage to open, and then
the voltage is pulsed rapidly once the injector is open. This is
sufficient to hold the injector open, but reduces the amount of current
the unit has to carry.
When the voltage is removed, the injector closes.
