See if the bottom hole actually goes up the center tube to a pinhole half way 
up.  that would make the can botom half a sediment area.
 
        2. Should the filter unit be mounted ahead or behind the carbie?

        3. Any ideas about the best way to winkle the bung out of the block? 
 I hate to use an easy out!

(a) try vise grips
(b) weld nut on stub and unscrew.  Easier if you use an unplated nut.
(c) if you have to drill put a blob of grease on bit so chips stick and don't 
fall into pan
