I used small diameter flexible radiator hose, and pulled the spring
out of it to make it bend esier.

Have you folks tried cutting an old bicycle inner tube to fit over
the tailgate chains? Just put a hole at the bottom to vent the rain
out. It's cheap, cuts the noise, and doesn't look too bad.
