I cant resist it any longer.  Everyone's getting confused about diferent
aspects of risk - severity and frequency.

Having just spent a couple of weks in company of a Canadian researcher in
risk and road crashes I think that we need to look at 2 different aspects -
1: frequency of crahses and 2: severity of injury.  Seatbelts do nothing for
the first - that's mostly about driver behaviour and a small amount about
car and road engineering.  Seatbelts do however have a big effect on the
severity of injury when the crash occurs.  So, in places where you have a
choice, it really is your decision on the the severity of injury which you
are willing to risk.
