I'm assuming you mean those chinsy alloy black circles held-on with an inner 
spring clip.  The alloy nib/nub is peaned-over to secure the spring but when 
the whole assembly grows weary, the cap part boings off into the distance 
leaving you with the spring part inside the wheel.  Try your local (ie. US ) 
suppliers first but many may not stock  such an "oddball" early +8 item.  I got 
some from Melvyn Rutter a while back.
