Jerry- the hub has two pieces bolted to it to form the pulley- six bolts. It was probably bolted together wrong at some time. I believe the drilled TDC hole should line up with the keyway in the hub. On bikes- we used to put soapy water on out finger and form a film over the sparkplug hole- then turn the engine slowly and watch the bubble. When it got to max size- that was a goodnuf TDC.
