Joseph,

For flotation, most teams attach some type of closed-cell foam to the
underside of the car. Some leave the foam as-is, some cover it with
fiberglass or plastic sheet.

For propulsion virtually everyone paddles with the tires. V-bar or sand
tires are popular, and fenders that redirect the water backwards seem to
help. I suggest doing some testing to find the best combination. A marked
length and time trials are very helpful.
