Chris,
  There are no requirements for tubing.  The only thing you must do is prove 
its equivalence to the specified tubing.  DOM is nice, but very expensive.  For 
that reason I don't believe that it proves to be a benefit.  Standard welded 
seam tubing should be fine, it is what we always use.  As for bending, DOM 
should not be significantly easier to bend.  Realistically, at the common 
tubing sizes used for minibaja you will need a mandrel tubing bender regardless 
of the type.  I have done a lot of fabrication with both types of tubing and I 
find that unless you need to machine the tubing or you need an ID or OD 
consistency within a few thousands of an inch, DOM is worthless for 
your application.
