[Mgs] TD Gas cap disassembly

The spring snapped on my TD gas tank lid.  I bought a new one from Abingdon 
Spares but upon closer inspection,  how do I get this apart without destroying 
it.   It looks to me like I can drill out the small center like it is a rivet 
(without destroying the outside of the rivet)  

Any advice?
