Additives are produced for both purposes, plus others such as fuel system
cleaners.

Some additives are for lead replacement e.g. Red Line Lead Replacement, some
for octane boosting e.g. STP Octane Booster, and some claim to do both e.g.
Castrol Valvemaster Plus, to name but three.  Octane boosting is all about
being able to run on lower grade fuel with the original timing without pinking
regardless of whether you use leaded or unleaded.  Lead replacement is all
about protecting the seats from recession regardless of what octane you use.
99RON (UK 4 star) leaded did both.
