If you are going to use a battery anyway you don't need a charger as well. 
Unless the battery is flat.  For the current the pump takes the gauge of the 
wire is also largely irrelevant.  If the pump works when connected directly 
to a 12v battery, but not to other points in the car electrics like the 
fusebox, then there are major problems with those wire that need to be fixed 
as well.
