re HS4 throttle disc and shaft, rebuild help

The disc has tapered edges.  The idea is that the taper will mate against the
throat of the carb and make a good seal.  After I make sure that the plate is
in the proper orientation, with the screws loose, I close the throttle, check
for alignment and tighten the screws.
