Steve:

My bet would be that the vibration of the engine is either
causing the needle or float to stick.  I'd start by replacing the
needle and seat if you have a spare handy.  YOu just might get
away with switching the needle and seats from carb to carb, or
swaping just the needles from carb to carb if you don't have
spares handy.
