Can't get alternator fan off!

Hello folks

I can't get the fan off my alternator. There is a spacer between the fan
and pulley and the bloddy spacer is NOT coming off. Is this spacer
supposed to be there? I can't see it in any exploded diagrams in the
parts catalog.
