Oh yes, they did. Emissions control was required starting in 1968, 1967
in California. It is possible that air pumps were not required until
1969, but definitely then. This is in the USA, of course.
The CA smog inspection was always trying to fail my 67 Cuda for not
having an NOx device (Washington car). Now it's "grandfathered" in, thank
goodness.
