Hi Andy,
Sounds like a ground to me. Boat trailers take an awful lot of abuse. I 
rewired my boat trailer a couple of years ago and check the grounds every 
season. 
Remember each bulb is grounded at their respective lamp housing. I also keep 
all the bulb contacts clean and sealed with vasaline.
