alternator smoking

Greetings from Savannah, Georgia!!

New problem:  alternator is smoking badly and ingniton light will not go off.
Fan belt is new and tight.  Is this a sign the alternator is shot or some kind
of wiring problem?

Another question:  What is the purpose of the electric fan in my 1980 mg?  I
don't have an owners manual.  When do you turn it on?  And why does it make a
loud sound like the ingnition buzzer?
