Mark, I think the difference is seat belts are a safety item and may be under a
different set of "rules" than fenders.  They are possibly the target of a recall
which is determined by the National Safety Transportation Board, again the
fenders may not have been.

One other thought, I read in Auto Week that the MGF may be exported to North
America; if this includes the United States, Rover may have to replace the belts
on the older MGS.
