California Emission Question

Hi all,

I will soon be moving to California (San Diego).  From reading the various
posts over the past year I know that my '73 B will be exempt from annual
emission inspections.  Still, will it require an *intial* inspection
(visual and/or tailpipe) prior to obtaining a license?
