Steering wheel restoration question

This is a resend of a prior message:

I need to repaint the hub of my banjo-style steering wheel. What kind of 
paint do I use, flat, semi-gloss or gloss?  And do I sand and polish it 
afterwards to bring up the shine?

I apologize for the elementary question.  I've just never done any finish 
painting and don't want to repeat the awful job that was done by the 
previous owner.
