it may - but as part of a larger problem, jack the wheel up, take the
tire in both hands and turn it - if the rim
moves and the hub doesnt the wheel is knackered! - same applies for
lateral motion
which may well be what you experienced!!

David Deutsch told me of a guy who rebuilds wheels incl parts and paint
for
$75 each - i dont remember the name but am sure David will jump in here
unless you enjoy this sort of work - and are good at it! - its money well
spent!

guess that answers whether you're good at it!! - yes and
BTW - have personally only tried this once - completely buggered up the
wheel
and that was without even trying to tune the spokes!!- i admit to
hamfistedness
but this is a hard job even for the more nimble amongst us
as an alternative to rebuilding im sure you can pick up 2nd hand ones
either
locally or from listers - depends a bit on where you are but ive picked
up numerous
ones with tyres (sometimes good ones!!!!) in the $25-40 range
