Weird horn

I noticed that the horn in my MGA seems to work well while the motor is
running.  If the motor is not running but the ignition is turned on, the
horn relay seems to click but the horn does not sound.  The needle on the
gas gauge jumps but no horn.  Why is that?  (The battery seems to be well
charged)
