I suspect it's SUs.  In any case, if the PO rebuilt the engine, he should
know that adjusting the tuning of it will change the outputs for emissions,
and can be easily reversed.  I'd still be wary.  Someone's going to have to
mess with it if he intends to sell it, and if I were the owner, I'd rather
it be me!
