Personally I find headlamps even on dip just reflect back from fog, high beam 
is even 
worse.  I have my fogs wired from the side lights through a switch and relay.  
I can 
see the road ahead much better and still be seen by oncoming cars.  Now banning 
spots 
and high beam would be stupid.
