When you're trying to spin the engine over, you are reversing the power
flow through the gears. This means that low gear is like an overdrive,
while high gear is direct drive. You don't have the torque (power) to
unjam the starter gear using low, or second gear, so use high (fourth).
It's the same as gearing down to slow down on a downhill grade.
