That is after the t-stat at the cap.  It's much higher on the engine side of
the t-stat. I know of a TR4 racer who has documented that his 15psi radiator
cap does not blow off, while he is registering well over 30 psi in the head.
The t-stat does act as a pressure inducing restrictor; it's basically an
orifice plate.  The water between the pump and the t-stat are at a higher
pressure than the rest of the system.  

Think about the cooling system.  You have a pump(which increases the system
pressure and a T-stat, which has a much smaller opening than the rest of the
system, so it's really an orifice plate(providing a pressure drop on the
other side).
