Possibly. It could also be weak detent springs or missing detent
balls. Removing the cover while the engine is in place can be tricky.
The locking detent balls and/or springs can easily fall into the
transmission if you don't lift the cover carefully straight up making
sure the springs stay in the case. Look at page E.10 of the factory
workshop manual and F.4 and F.5. They show the detent balls (95) and
springs (94).
