Scott,
My engine was rebuilt about 6000 miles ago and, as yet, has not started
leaking at timing cover. When I assembled it, I used a thin wiping of
the black Permatex on the gasket faces, and a tiny amount might have
squeezed into the holes to act as loc-tite, though that was not
intentional.
I'd say to just snug them and keep a watch on them.
