The message below SHOULD have read "but L2's started with 2001" not 2002.

Not quite Bob.

There were quite a few numbers that didn't start with 0251. Chris' L2 is the
second L2 (emphasis on 2). L1's started with 0251, but L2's started with
2002, much as J3s started with J3751, J4s started with 4001, K2s started
with 2001, etc. You get the idea.

How can your L2 be numbered #2 when all MMM numbers started with 251, the
Abingdon phone number?
