However, why would a thrust vehicle have to run for a record? What
kind of safety restrictions would have to be addressed before it could run
for time only? Or is this even doable?

Reaction propulsion engines are currently prohibited. Last time I saw a thrust
vehicle was at a meet which included FIA back in the 70s.

Most thrust vehicles want FIA records and that format cannot be accomendated
during the meets which are close to over population. USFRA might be an option
to run a thrust car/bike.
